If you want to start from a scratch, simply reinstall the game and you will start it from the very beginning. After completing the tutorial, navigate to Options, log into your iCloud or Google account (and deny progress restoration after that) and tap on the trash can icon next to the Player ID. This will delete the old progress from the Cloud.
