The opponents you get in the Gang Fights are chosen based on your and their current stages. Strength, health, and damage stats are not taken into account in the matchmaking at all. The first opponents will be at lower stages, then you will get opponents of the same stage as your current one. Halfway through the fighting, it gets harder as you face opponents of increasingly higher stages.
