If nothing happens, please contact iTunes support team to find out the status of your purchase and request a refund if necessary. We do not have access to Apple payment server, and don't have the technical ability to initiate a refund or send the undelivered items.
Alternatively, you can ask for a refund directly from iTunes on your computer:

2. Tap on your name, then navigate to Account Info > Purchase History > See All, then select a transaction and tap "Report a problem".
3. Fill in the form and provide a valid reason for a refund.
